What it is

Under the "Just Development Transition" Programme 2021-2027 (Just Transition Fund), DYPA subsidises private businesses that hire unemployed people in the areas hit by the lignite phase-out. The target is 2,700 new jobs.

Eligible areas: the Western Macedonia Region; the municipalities of Megalopoli, Tripoli, Oichalia and Gortynia; and the small islands of the North and South Aegean and Crete with fewer than 3,100 residents that are included in the programme (for Crete DYPA names Gavdos).

Beneficiaries are unemployed people registered with DYPA who live, and will work, in the eligible areas. The unemployed person does not apply: the business applies on the OPSKE state-aid system and a DYPA job counsellor puts forward candidates.

The subsidy lasts 12 months: €1,185 a month (100% of the unit cost) for hiring someone who used to work in declining or transforming sectors (e.g. lignite mining, conventional power generation, electricity distribution and trading), or €829.50 a month (70%) for any other unemployed person. The latest Western Macedonia application round for businesses closed on 3 September 2026; the programme stays open.
