Required Documents
Usually the details gov.gr already holds about you are enough.
Step by step
- 1
Check if you qualify for the card
The card is granted to people with a disability rating of 67% or more, as well as to recipients of an OPEKA disability allowance, who live legally and permanently in Greece. Free urban transport applies if your declared annual individual income does not exceed €23,000, or family income €29,000, increased by €5,600 for each additional dependent household member with a disability of 67% or more. For fully blind people (visual disability of 80% or more) no income test applies. The 50% discount on intercity KTEL buses is given to every card holder, with no income limit.
- 2
Gather the required documents
You will need: the application form (provided by the service), a solemn declaration of your permanent address stating that you have not received a card from another Regional Unit or citizen service centre, a valid KEPA health committee assessment or Digital Disability Card or an OPEKA disability-allowance decision, your ID card, a copy of your tax settlement note, and two recent photos. If you are renewing, bring your old card as well. Ask the service for the exact list, as it can differ by Region.
- 3
Submit your application
File the application in person or by post at your Regional Unit's Public Health and Social Care Directorate, or at a citizen service centre (KEP), usually by appointment. For 2026, applications are submitted from 1 July to 30 November 2026.

Collect your card and check where it is valid
The card is issued or stamped by the office where you filed the application -- ask there when it will be ready. It is valid on the urban transport of your area of residence (OASA in the Attica Region except the Islands Regional Unit, OSETH in the Thessaloniki Regional Unit, urban KTEL buses in the other Regional Units) and does not cover travel by train or by ship. Cards issued during 2026 are valid until 31 December 2026.
- 5
Remember to renew every year
The card is valid for one calendar year only. Every year, within the announced period (for 2026: 1 July to 30 November), you need to have it stamped again for the following year, using the same documents.

What it is
The Disability Travel Card (Deltío Metakínisis AmeA) is issued to persons with a disability rate of 67% or more, and to recipients of OPEKA (Organisation for Welfare Benefits and Social Solidarity) welfare disability allowances, who live permanently and legally in Greece. It provides free travel on the urban public transport of the area of residence (OASA in the Region of Attica except the Regional Unit of the Islands, OSETh in the Regional Unit of Thessaloniki, urban KTEL buses in the other Regional Units), provided that the declared annual individual income does not exceed 23,000 euros or the family income 29,000 euros, increased by 5,600 euros for each additional dependent member living in the household with a disability of 67% or more. Regardless of place of residence and income, all cardholders are entitled to a 50% discount on all domestic routes of the intercity KTEL coaches. The card does not cover travel by train or by ship. For totally blind persons (visual disability of at least 80%) no income criterion applies, and OPEKA welfare disability allowances and the e-EFKA (Electronic National Social Security Fund) non-institutional care allowance are not counted towards the income limits. The card is issued or renewed at the Public Health and Social Welfare Directorates of the Regional Units or at KEP (Citizen Service Centres), usually by appointment. For 2026, applications are submitted from 1 July to 30 November 2026 and the cards are valid until 31 December 2026.
