What it is
In its details of the 2026 Thessaloniki Fair measures (7/9/2026) the government announced a 100% subsidy for electric wheelchairs, mobility scooters and hand bikes for 13,200 persons with disabilities, with a budget of €51 million from the Social Climate Fund.
Greece's Social Climate Plan, endorsed by the European Commission on 27/8/2026, describes the measure as follows: it covers insured and uninsured persons with disabilities, including older people with quadriplegia or paraplegia; the need will be shown by a medical prescription that also sets the type of device, and income criteria will apply (about €13,500 to €36,400 annual disposable income, depending on the household make-up). The aid will be given as a voucher, through the EOPYY reimbursement system, and will cover the difference between the EOPYY reimbursement and the purchase price. The legal framework is planned to be published in the Government Gazette in the first quarter of 2027; the Ministry of Social Cohesion and Family will run the measure through OPEKA, together with EOPYY.
The procedure, the documents and the exact criteria will be set by a decision that has not been issued. Until then the current EOPYY reimbursement for wheelchairs applies.
