ELGA State Financial Aid (KOE) for Natural-Disaster Damage to Farm Production and Fixed Capital
State aid through ELGA for farmers and livestock breeders whose losses from natural disasters or adverse weather are not covered by ELGA insurance, such as plant capital, greenhouses, livestock buildings, storage and equipment. It is activated per event by a joint ministerial decision and needs an application and damage above 30%.
Plant capital: up to 80% of the required and verified restoration costs. Fixed capital: up to 70% of the cost of rebuilding, repair or replacement (reduced with age). 20% is deducted from the damage percentage. Exact amounts are set by each event's KYA.

What it is
The State Financial Aid scheme (KOE) is state aid paid by ELGA to farmers and livestock breeders for damage from natural disasters or adverse weather that ELGA's compulsory insurance does not cover. It covers crop production and the means of production, including fixed capital: plant capital (e.g. trees), greenhouses, livestock buildings, storage and equipment.
It is not paid automatically. For each damaging event a joint ministerial decision (KYA) sets which areas and which damage are covered. Active programmes are published on elga.gr. The damage must be above 30%.
After the ELGA correspondent in your municipality reports the damage, you submit an aid application within 15 days, together with a solemn declaration.
Total family income (farm and non-farm) must not exceed three times the reference income, unless farm income is higher than non-farm income. Social-insurance contributions must be paid up.
