What it is
People admitted to a fee-charging master's programme (PMS, ΠΜΣ) at a Greek university study for free if they meet two conditions: 1. A first-degree grade of at least 7.5/10 (for foreign degrees, the equivalent on their scale). 2. A low income, based on the average of the last two tax years. For the 2026-2027 academic year the limits are: - under 26 and unmarried: family taxable income (you, your parents and your unmarried siblings up to 26 with their own income) up to €8,190; - aged 26 or over: individual taxable income up to €11,700; - married or in a civil partnership: joint income with your spouse up to €11,700.
If you are under 26 and a child of a three-child or large family, a child of an unmarried parent, an orphan of at least one parent, a person with a disability or a member of a household with a person with a disability, and the family income is above €8,190 but not above €11,700, you can ask for a 50% exemption.
The exemption is given for one programme only, if you have not had it before and receive no scholarship from another source. You apply to the secretariat of the department that runs the programme, with the supporting documents. The department assembly (or the programme committee for inter-departmental and inter-institutional programmes) decides with a reasoned decision. If the application is rejected, you can ask for a review.
