Municipal Emergency Financial Aid for Low-Income Residents (year-round or at holidays)
The municipality gives a one-off cash grant or food vouchers to low-income residents facing an emergency or serious need, such as a health problem or being unable to cover basic needs. In most municipalities you can apply whenever you need it, all year; in some, the distribution happens before the holidays. The municipality decides case by case, after a social-work assessment.
One-off, case by case — the municipality sets the amount. Examples 2025–2026: €100–600 (Kalamaria), €500–800 (Andravida-Kyllini, Sithonia), €1,000–1,500 (Mouzaki, Pineios, Palamas), up to €8,000 for serious needs (Thira); €20–50 vouchers in holiday distributions.

What it is
The law allows municipalities, to deal with an emergency or serious need, to give low-income residents, three-child families and large families living or care supplies and cash grants (article 525 para. 3 of Law 5314/2026, the Local Government Code). Each municipality decides itself whether to give a grant and how much, case by case; there is no published fixed income limit. How it works: you apply to your municipality's Social Service with the documents it asks for. A social worker looks at your financial and family situation (interview, income, assets, household, sometimes a home visit) and writes a social-assessment report. The municipal council or municipal committee decides whether to give the grant and how much. In Kalamaria, for example, the need must not be covered by a social-insurance fund and you must show that you or your family cannot cover it yourselves. Amounts (examples from 2025–2026 decisions): Kalamaria €100–600, depending on family situation, number of children and the size of the need; Central Corfu, Archaia Olympia and Thermaikos €600; Andravida-Kyllini €500 per person; Rigas Feraios €500; Sithonia €800; Voio usually €200–500, up to €1,500; Palamas €500–1,500; Mouzaki €1,000; Pineios €1,000 and €1,450; Servia €3,000–6,000; Thira €7,000 and €8,000; Arriana €10,000 to a resident who lost their home in a fire; Perama up to €350 per household (the Indigence programme, «Ένδεια»). When it is paid as indigence aid (Legislative Decree 57/1973), the maximum one-off amount is €600. Holiday distributions give food or meat vouchers, e.g. €50 per person (Pylos-Nestoras and Mandra-Eidyllia, Christmas 2025) or €20–50 per family (Thermo, Christmas 2025). When to apply: all year, whenever the need arises, in Central Corfu, Kalamaria, Perama, Arriana, Andravida-Kyllini, Thermaikos, Thira, Sithonia, Rhodes (Social Service of the Municipal Welfare Organisation, for health, living-cost and emergency needs), Archaia Olympia, Pineios, Mouzaki, Palamas, Servia, Voio, Rigas Feraios (with the local community council's opinion), Petroupoli and Thermo. Before the holidays (Easter, Christmas, in some municipalities also summer) in Kifisia, Nea Smyrni, Elliniko-Argyroupoli, Arta (also mid-August), Drama, Galatsi, Serres, Pylos-Nestoras, Thermo, Mandra-Eidyllia and Petroupoli, often as food vouchers. In Serres the income criteria follow ELSTAT figures, and the Easter 2025 and 2026 calls also asked for an approved Minimum Guaranteed Income (KEA) application. Where your municipality has not yet announced its Christmas 2026 distribution, watch its announcements. If your municipality is not on this list: the law applies to every municipality, so ask your municipality's Social Service whether it gives such aid.
Current rounds (Christmas 2026): Municipality of Serres: vouchers for essential goods from a food store, for vulnerable residents; applications from 12 to 23 October 2026, daily 09:00–12:00; the income criteria follow ELSTAT figures and tax documents for the year 2024 are requested (E1, tax assessment, ENFIA); the voucher value is not stated. Municipality of Marousi: holiday vouchers for people who are both registered citizens and residents of the municipality, one member per family; applications from Monday 26 October to Friday 6 November 2026, 08:30–14:30, at the Registry (Protokollo); family income up to €6,000 for 1 person, €7,200 for 2, €8,400 for 3, €9,600 for 4 and €10,800 for 5 or more, plus €3,000 for each person with a disability of 67% or more; the voucher value is not stated.
