What it is
Under Law 3226/2004, low-income citizens can get free legal aid in civil, commercial and criminal cases: a lawyer appointed by the court and exemption from court and other trial costs.
Under the law, low-income people are those whose annual family income does not exceed two thirds of the minimum annual individual earnings. With the minimum wage of €920 a month (from 1/4/2026) and 14 salaries a year, this is about €8,586.67 a year; the limit changes when the minimum wage changes. In family disputes, the income of the opposing party is not counted.
Beneficiaries are citizens of an EU country, as well as third-country nationals and stateless persons who reside lawfully or habitually in the EU. The application is filed with the competent court (Court of First Instance), in person or by post, at least 15 days before the hearing or the act for which aid is requested. There is no fee. Separate legal-aid programmes exist for victims of domestic violence and for applicants for international protection.
