See what the programme is called today
The 'TEBA Food Card' is the old name. Today the programme is called Food Assistance and Material Deprivation (EVYS) and forms Priority 6 of the 'Human Resources and Social Cohesion 2021-2027' Programme. OPEKA is the managing authority. It covers food and basic material assistance items, such as cleaning products, personal hygiene items and clothing.

Learn what is changing in how the help is given
A 2026 decision set up a single national food assistance system using vouchers, in electronic or other form, which are redeemed only for food and basic items at participating shops, instead of in-kind distribution. The switch is happening gradually, so ask what applies in your area right now.

If you receive the Minimum Guaranteed Income, you are included automatically
Recipients of the Minimum Guaranteed Income are included in food assistance automatically and do not file a separate application, provided they filled in the optional declaration of participation in the Priority 6 actions in their Minimum Guaranteed Income application. Make sure your Minimum Guaranteed Income application is in force and your contact details are up to date.

What it is
Priority 6 “Food Aid and Material Deprivation” of the “Human Resources and Social Cohesion 2021–2027” Programme is the continuation of TEBA (Fund for European Aid to the Most Deprived). It provides food, personal hygiene and cleaning products, clothing and special items for children, together with accompanying social inclusion measures, through social partnerships and social services. Under a 2026 Joint Ministerial Decision, the aid is moving to a single national system of vouchers, in electronic or other form, which can be redeemed only for food and basic material assistance items at shops taking part in the programme; they cannot be exchanged for cash. Recipients of the Guaranteed Minimum Income are included automatically.
Also included automatically are people who became Guaranteed Minimum Income recipients from 1/3/2024 onwards, had declared in their application that they wished to take part in food aid and kept that status without interruption from the recognition of their right until the decision including the operation was issued; their vouchers may include redemption values from 1/3/2024 onwards. The voucher value, top-up frequency and validity are set in the programme's Implementation Guide. Vouchers can be redeemed anywhere in Greece at participating shops (including farmers' market sellers), not for tobacco, alcohol or gambling, and they do not count as income for other benefits.
The name «Market Pass 2026» used in the press is not an official name of the programme. The official «Market Pass» was a different measure for food purchases in 2023 (vouchers.gov.gr), and it has ended.
