What it is

This action of the «Competitiveness» programme (ESPA 2021-2027) funds existing businesses that train their own employees in-house in two fields: STEP strategic technologies (digital and deep tech, clean and green tech, biotech and health tech, defence technologies) and defence and security (cyber defence and information security, defence and space systems, dual-use technologies, defence processes and certifications). The training is for employees on an employment contract. The total budget is EUR 20,000,000.

Who can apply: businesses that employed 100 or more different employees (unique tax numbers, as shown in ΕΡΓΑΝΗ) during the last full calendar year before the application, have an eligible main or secondary activity code (Annex II of the call) and work in, or have a clear orientation towards, STEP or defence and security. They must be a sole proprietorship or a company (SA, Ltd, general or limited partnership, private company, civil profit-making company and their single-member forms). Public companies and bodies, financial and insurance firms, offshore companies, sports clubs and sports companies, and members of franchise, shop-in-shop or agency networks cannot apply. Also excluded are undertakings in difficulty under EU rules, businesses that are bankrupt, in liquidation or under compulsory administration, those with a pending order to repay state aid the European Commission found unlawful, and those with the labour-law fines that bar public funding (articles 39-40 of law 4488/2017). The business must also be registered in the beneficial-owners register before applying.

The business files an in-company training plan. Each business may file up to one application for STEP and one for defence and security. Condition: the business's total training spending in the implementation period must not fall below its historical level (last closed year or three-year average). The training must not start before the application.

Applications are assessed until the budget runs out. There is one budget for Attica and the South Aegean (EUR 4,285,000) and another for the other regions (EUR 15,715,000), each split between STEP and defence and security.
