Apply in ΟΠΣΚΕ
The funding application is filed only online in the state-aid information system ΟΠΣΚΕ, by 16/11/2026, under the call for new/start-up or the call for existing SMEs, with the call's documents. An adviser or accountant usually helps.

What it is
The «Just Development Transition» programme has two calls for investment plans that address the effects of the lignite phase-out in the Territorial Just Transition Plan (ESDIM) areas: (a) for new SMEs (started after 1/1/2025) and SMEs to be set up after submission; (b) for existing SMEs (started before 01/01/2025, with at least one closed financial year). The investment is in one area only: the Kozani and Florina or Kastoria and Grevena regional units (Western Macedonia), or the Municipality of Megalopoli or the municipalities of Tripoli, Gortynia and Oichalia.
Eligible activity codes: Annex XVIII of the call; the aid is given under Regulation (EU) 651/2014. Each call has EUR 40,000,000 of public funding (70% Western Macedonia, 30% Megalopoli).
