How to apply
The steps to apply yourself. Free: you don’t need to pay anyone.
Required Documents
Usually the details gov.gr already holds about you are enough.
Step by step
- 1
Check if you are eligible
The mechanism is for people whose total debts to the State, e-EFKA, banks or debt servicing companies (servicers) exceed 5,000 euros — the threshold was recently lowered from 10,000 to 5,000 euros. It covers individuals, self-employed people and businesses. Entry is not automatic: your application is assessed and can be rejected.
- 2
Gather your information
You will need your Taxisnet credentials and a full picture of your finances: all your debts per creditor, your income, your assets and basic living expenses. The platform pulls much of this automatically from AADE and the banks once you consent to lifting bank and tax secrecy — if you are married, your spouse's consent is also required. You may be asked for a Unified Certificate of Judicial Solvency.

Submit the application online
Log in to the gov.gr service with your Taxisnet credentials and fill in the online application. The platform is run by the Ministry of National Economy and Finance. You can apply yourself or through an authorised accountant or lawyer.

Wait for the settlement proposal
Your creditors (the State, e-EFKA, banks, debt servicing companies) review your details through the platform and, if they reach agreement among themselves, submit a joint debt-restructuring proposal. The process usually takes several months and can also close without any proposal, if the creditors do not agree.
- 5
Decide and sign the agreement
If you agree with the proposal, you accept it electronically and the settlement agreement is signed, binding the creditors who sign it. Repayment can run up to 240 instalments for debts to the State or e-EFKA and up to 420 instalments for debts to banks or debt servicing companies — the exact number of instalments and the amount of each are set out in the proposal. If you disagree, you can reject it.

What it is
The Out-of-Court Mechanism allows online settlement of total debts over €5,000 to the State, e-EFKA (Electronic National Social Security Fund), banks and loan servicing companies. The proposal is generated from your financial data and can include up to 240 instalments for the State and e-EFKA and up to 420 instalments for financial institutions. There is no general requirement to have children. The application is submitted through the gov.gr service with your TAXISnet credentials.
Changes in 2026: Since 25/07/2026 (Law 5313/2026, Article 13) only total debts of up to €5,000 are excluded. Since 29/06/2026 (Law 5314/2026, Article 514) anyone who owes more than €5,000 to a municipality, a region or one of their legal entities has the right to use the out-of-court mechanism for those debts. Since 21/09/2026 (Law 5313/2026, Article 14) creditors may counter-propose selling the debtor's other properties, except the main residence, so that the main residence is saved. People who lost an earlier out-of-court contract have a six-month window to apply again.
