New Subsidy Programmes for Heat Pumps and Solar Water Heaters (2027)
Announced; the terms and the call have not been published. The government announced a new programme to buy heat pumps and solar water heaters for 100,000 beneficiaries during 2027, and a second heating-replacement programme with €930 million from the Social Climate Fund.
The amount per household has not been set. Under the Social Climate Plan: about 80% of the cost of a heat pump on average and 55% of the cost of a solar water heater (both incl. VAT)

What it is
In its details of the 2026 Thessaloniki Fair measures (7/9/2026) the government announced two programmes:
- a new programme to buy heat pumps and solar water heaters for 100,000 beneficiaries, with €200 million from the national Public Investment Programme, to run during 2027;
- a new heating-replacement programme, with €930 million from the Social Climate Fund, to buy and install a heat pump and a solar water heater.
Greece's Social Climate Plan, endorsed by the European Commission on 27/8/2026, provides, alongside the new Exoikonomo, heat pumps in 130,000 homes and solar water heaters in 70,000 homes of energy-vulnerable households. The call is planned for the second quarter of 2027.
Who will qualify, the amounts per household and the platform will be set by a ministerial decision and a guide, which have not been issued. This page will be updated then.
