How to apply
The steps to apply yourself. Free: you don’t need to pay anyone.
Required Documents
Usually the details gov.gr already holds about you are enough.
Step by step
- 1
Check if your area has been declared earthquake-hit
Relief is only activated once a Joint Ministerial Decision (KYA) formally designates your area as hit by the specific earthquake. Check the announcements on arogi.gov.gr, under "Natural disasters > Earthquakes", or ask at your Municipality.
Open the page - 2
Wait for your building's assessment
GDAEFK engineers inspect the building and classify it "green" (habitable), "yellow" (temporarily unfit) or "red" (dangerous). The classification determines which forms of relief you can request, so keep the document you receive.
- 3
Apply for first relief
arogi.gov.gr is an information portal and has no login. The application for basic living needs or for replacing household goods is submitted in the tax authority's "State Aid" application using TaxisNet credentials. If the building is classified "yellow" or "red", you can also request an advance against housing assistance. Declare your IBAN.

For repair, rebuilding or temporary housing
Housing assistance for repairing or rebuilding, and the rent or co-habitation subsidy for temporary housing, do not go through the tax authority's application. These are submitted online at arogi.services.gov.gr and handled by the competent local Directorate for Natural Disaster Recovery (DAEFK).
Open the page - 5
Wait for review and payment
The application is cross-checked with the inspection report and your tax records. If it is approved, the amount is paid into the IBAN you declared.
- 6
Application at the municipality (JMD 33862/2019)
If the tax authority platform does not open for the earthquake and the municipality applies Joint Ministerial Decision 33862/2019, the application for the first basic-needs allowance and the simple-repairs or household-goods allowance is made at the municipality within 45 days of the disaster. A three-member municipal committee inspects the main or second home (not if GDAEFK engineers have already inspected it) and the mayor recognises the beneficiaries by decision. Even when relief is paid via arogi.gov.gr, the large-family and disability supplements and the €4,500 injury-disability aid are paid in cooperation with the municipalities.

Watch the deadline
Each decision sets its own submission deadline. Apply as soon as possible and keep a copy of every inspection or classification document you receive.

What it is
Earthquake Relief (Arogí Seismoplíkton) is granted to citizens and businesses in areas hit by an earthquake that are officially designated as affected by a Joint Ministerial Decision (JMD). For households it provides: a one-off emergency payment of 600 euros per household for immediate basic needs, increased by 600 euros for large families (polýteknes, families with many children) and by 600 euros for each member with a disability; up to 6,000 euros for simple repair work or replacement of household goods in the main residence (a total of up to 6,600 euros per main residence); first relief as an advance on housing assistance for buildings classified as "yellow" (temporarily unfit for use) or "red" (dangerous); housing assistance for repairing or rebuilding the building; a rent or shared-housing subsidy for temporary accommodation; as well as support for businesses. Buildings are classified through on-site inspections by engineers of the GDAEFK (General Directorate for Natural Disaster Recovery). The exact amounts and deadlines are set each time by the JMD issued for the specific disaster. Applications are submitted online at arogi.gov.gr with TaxisNet credentials. There is no income criterion. This mechanism is based on Law 4797/2021 (Government Gazette (FEK) A' 66/23.04.2021), articles 24A-24B, as in force — the same legal framework as for other natural disasters (flood, fire). When the earthquake is included in relief through arogi.gov.gr, the aid paid there is tax-free, cannot be transferred and cannot be seized (article 6 of Law 4797/2021), and only the supplements for large families and persons with disabilities and the €4,500 for injury resulting in a disability of 67% or more (JMD 33862/2019) are paid in cooperation with the municipalities. When it is not included, the municipality where the home is located pays, itself and with state funding, the first basic-needs allowance (€600) and the allowance for simple repairs or replacement of household goods (up to €6,000, 50% for a second home) under JMD 33862/2019, as amended by JMD 31 EX/2023 (ΚΥΑ 31 ΕΞ/2023): application to the municipality within 45 days, inspection by a three-member municipal committee (or a GDAEFK report) and a decision of the mayor. See "First Basic-Needs and Household Goods Allowance for People Affected by Natural Disasters (application to the municipality)".
