How to apply
The steps to apply yourself. Free: you don’t need to pay anyone.
Required Documents
Usually the details gov.gr already holds about you are enough.
Step by step
- 1
Check whether your institution has a hall of residence and what the criteria are
There is no single national application system. Each university has its own internal regulation for its hall of residence, with its own selection criteria — mainly financial situation (yours or your family's) and where you come from. Because the number of beds is limited, not everyone who meets the criteria gets housed.

Prepare your financial documents
You are usually asked for your tax assessment notice (or your parents', if you are a dependant), a family status certificate and proof of enrolment. If you are not required to file a tax return, a signed declaration is requested instead. Students from abroad may need to provide translated financial documents. The exact list differs from institution to institution — ask the Student Welfare Office for it.
- 3
Apply at the Student Welfare Office
The application is not made through gov.gr — you submit it at your institution's Student Welfare Office (or your department's secretariat). Ask there for the exact deadline — it is usually at the start of the academic year.
- 4
Wait for the result
Selection is based on scoring your financial and social criteria. Because there are fewer places than eligible students, meeting the criteria does not guarantee a place — there is a priority ranking.
- 5
Do not confuse it with other student benefits
Free accommodation in a hall of residence is a separate benefit from the student housing allowance (a cash payment) and from free meals. You can check separately whether you qualify for those, even if you do not get a place in a hall.

What it is
Free accommodation in student residences (foititikés estíes) is provided as part of student welfare (Law 4957/2022, articles 284 para. 3 and 440 para. 2) to undergraduate and postgraduate students and doctoral candidates of Greek universities (AEI), as a state measure to support those with limited financial means. No single Joint Ministerial Decision (JMD) with nationwide criteria has been issued: the organisation, the selection criteria (personal and family financial situation, place of origin, location and special circumstances of the university) and the procedure are set by the competent bodies of each institution through its Internal Rules of Operation. Because the number of beds is limited, only some of those eligible are housed free of charge, in order of priority. The application is submitted to the institution's Student Welfare Office or Directorate (there is no single national platform). The financial management and the running costs of the residences are the responsibility of INEDIVIM (Institute of Youth and Lifelong Learning) in cooperation with the universities. Note: free accommodation in a student residence is a different benefit from the student housing allowance and from free meals. Through a Public-Private Partnership (PPP) more than 8,500 new beds are coming to the student residences of the Universities of Crete, Democritus University of Thrace, Thessaly, West Attica, the National Technical University of Athens (NTUA) and Western Macedonia — see stegasi.gov.gr/programs/kataskevi-foititikon-estion/.
