Check if you qualify
The programme is for households that move their main residence, on or after 1.1.2025, to a programme municipality in Evros, Drama, Florina, Kilkis, Serres, Pella, Kastoria, Kozani, Grevena, Ioannina or Thesprotia. For the 3 tax years before the move you must have lived outside Epirus, Western Macedonia, Eastern Macedonia-Thrace and the North and South Aegean (or in another EU member state) and filed a tax return every year. Proof of work is not needed.

Gather your documents
The AADE certificate of your current basic details showing the new main home; E1 returns and tax assessments for the last 3 years (pulled from AADE where possible); proof of the home: a purchase deed from 1.1.2025 with E9, a lease filing of at least 3 years from 1.1.2025, an owned property declared as main home in the E1, or a relative's (up to 2nd degree) declaration granting use. With minor children: proof of enrolment or attendance at a local school and the other parent's consent declaration (unless you have sole parental responsibility). From another EU state: translated and certified proof of residence and tax return there. Graduates: degree or completion certificate. Plus an IBAN in your name.

Submit the application online
Log in to relocation.vouchers.gov.gr with Taxisnet and submit one application for the household. State whether you have already moved or are asking for an advance of the first instalment; with an advance you have 2 months to complete the move, otherwise the amount is reclaimed. Places are limited per municipality.

See how the support is paid
After pre-approval the municipality inspects the home within 15 days. If the move is confirmed, OPEKA gives final approval and pays the first €5,000 (unless already paid as an advance). The second €5,000 is paid after one year, following a second inspection; for families, OPEKA also checks that the children still attend a local school.

What it is
Demographic Development Programme: €10,000 for single- or multi-person households that move their main residence, on or after 1 January 2025, to a relocation municipality. Joint Ministerial Decision 22695/9.10.2026 (Gazette B 6139) extended the programme from Evros to 11 regional units: Evros (Soufli, Didymoteicho, Orestiada); Drama (Drama, Doxato, Kato Nevrokopi, Paranesti, Prosotsani); Florina (Florina, Amyntaio, Prespes); Kilkis (Kilkis, Paionia); Serres (Serres, Amfipoli, Visaltia, Emmanouil Pappas, Irakleia, Nea Zichni, Sintiki); Pella (Edessa, Almopia, Pella, Skydra); Kastoria (Kastoria, Argos Orestiko, Nestorio); Kozani (Kozani, Eordaia, Voio, Servia, Velvento); Grevena (Grevena, Deskati); Ioannina (North Tzoumerka, Dodoni, Zagori, Zitsa, Konitsa, Metsovo, Pogoni and, within the Ioannina municipality, only the Pamvotida municipal unit); Thesprotia (Souli, Filiates).
The support is paid in two equal instalments of €5,000: the first on final approval, the second after one year of proven permanent residence. If you ask for it in your application, the first instalment is paid in advance, before approval, for moving costs; you then have two months to complete the move and upload the remaining documents. The deadline can be extended by up to two months only for exceptional reasons, if you ask at least 20 days before it ends. Otherwise the advance is revoked and reclaimed. People already approved for a smaller amount receive the difference up to €10,000.
Conditions: the applicant is an adult Greek citizen. For the 3 tax years before the move, the household filed tax returns and had its main home outside the Epirus, Western Macedonia, Eastern Macedonia and Thrace, North Aegean and South Aegean regions, or in another EU member state. The new home is owned, rented for at least 3 years, or granted by a relative up to the 2nd degree. Minor children attend a local school. Proof of work is not needed. Anyone who graduated after 1 January 2025 from a university department based in the relocation municipality's regional unit can also take part, if they have not moved out of that unit since enrolling; their home may have been bought or rented before 1 January 2025. Adults aged up to 25 who live alone and study in the relocation municipalities cannot take part.
There are up to 1,000 places: 200 in Evros (67 Soufli, 67 Didymoteicho, 66 Orestiada) and 80 in each of the other 10 regional units, split by municipality. The programme runs until the places are filled and at the latest until 31 December 2028. Apply once, online with Taxisnet credentials, at relocation.vouchers.gov.gr (open since 14 October 2026). After pre-approval the municipality inspects the home within 15 days; OPEKA pays the support. If you leave within the first year, you repay the amount for the rest of that year, provided you declared it before leaving; otherwise a fine of twice the support applies.
