What it is

A grant for the renovation and light energy upgrade of old homes, for households on low or middle incomes. It covers two kinds of home: closed (empty) homes, which after the renovation the owner will live in or rent out only as someone's main residence, and open homes, meaning the home that is already your main residence.

Who can take part: anyone with full ownership or usufruct of at least 20% of a closed home (you do not need to live there), or a right in rem (full ownership, bare ownership or usufruct) over the open home that is their main residence. Co-owners or co-usufructuaries must give their consent. Annual taxable income for 2025: Category I €18,000–€35,000, Category II €25,000–€45,000, depending on family status, +€5,000 for each additional minor child. If 2025 income is above the limit, the 2023-2025 average is enough.

Which home: building permit issued by 31/12/1990 (or another legalising document), main areas of up to 120 m², energy class C or lower (Greek class «Γ»). Families with three or more children can renovate a home of up to 150 m², only to live in it themselves; the extra 30 m² are not subsidised. A closed home used less than 100 kWh of electricity in total in 2024 and 2025 (or had its supply cut off before 1/1/2024) and was declared «empty» on the 2025 E2 form; a closed home acquired during 2026 is not eligible. Homes that joined an energy-saving or renovation programme after 01.01.2020 are not eligible, nor are homes listed in the Short-Term Rental Register at the funding application. You can request funding for one or more closed homes and, in addition, for up to one open home.

Amounts: 80% (Category I) or 70% (Category II), +5 percentage points for homes in mountain or island areas, +5 for single-parent families with sole custody or families with three or more children, and +5 if you, your spouse or civil partner, or a dependent member has a disability (only if you will live in the home); up to 95% (Category I) or 85% (Category II). Ceiling €300 per m² including VAT, so up to €36,000 for 120 m². On top of that, engineers' fees, permits, the Electronic Building ID, energy certificates and the completion check are covered 100%, up to €2,500 including VAT. Energy-upgrade works must be 20% to 40% of the budget and raise the home by at least one energy class.

Obligations: for 5 years after completion the home must be lived in by the owner or rented long-term as a main residence (closed home), or lived in by the owner (open home); short-term rental is banned and transferring the home (e.g. selling it) means repaying the whole grant. Works must be finished within 18 months of approval and no later than 31.12.2028.

Where it stands: eligibility certificates (stage 1) closed for open homes on 31/07/2026 and for closed homes on 30/09/2026. The funding application (stage 2, on the Technical Chamber of Greece system) has not opened yet; closed homes will apply first, then open homes.
