How to apply
The steps to apply yourself. Free: you don’t need to pay anyone.
Required Documents
Usually the details gov.gr already holds about you are enough.
Step by step
- 1
No application is needed for hospitals and health centres
If you are uninsured, live legally in Greece and have an AMKA number, you already have the right to free access to public hospitals and National Health System facilities. There is no income test and no application is needed to be seen. If you do not have an AMKA, you can obtain one through a citizen service centre (KEP) or e-EFKA. For free medicines, some groups apply to their municipality (see below).

See what is covered
Hospital stays, diagnostic tests, surgery and medication while you are in hospital are covered, with nothing to pay. Prescriptions are written by doctors of public health facilities. For medicines outside hospital, the same co-payment as for insured people applies, unless you have a very low income and few assets or belong to one of the groups in the description, in which case you pay nothing. You can see your co-payment rate on the HDIKA website, with your Taxisnet credentials and your AMKA.
- 3
For free medicines: apply to your municipality
If you are entitled to free medicines because of a disability, a chronic illness, a former Low-Income or Uninsured Person's booklet or a vulnerable situation (para. 2B and 8 of the joint ministerial decision), first apply to the social (welfare) service of the municipality where you live, with the document for your group (for example a KEPA disability decision, a medical certificate of chronic illness, a certificate from the facility or institution, a residence permit). The municipality issues a decision granting free medicines.

Go to the facility with your AMKA and ID
Go directly to the hospital or health centre you need and show your AMKA and ID. If you are a foreign national without residence documents and you belong to a vulnerable group, ask the hospital's Patient Rights Office or social service department about the Health Care Card for Foreign Nationals (K.Y.P.A.). Emergency cases are treated in any event. You collect medicines from private pharmacies contracted with EOPYY; high-cost medicines from hospitals and from EOPYY pharmacies and distribution points.

What to watch out for
This arrangement applies for as long as you remain uninsured, and you do not need to renew anything. If you become insured -- for example if you start working -- your care continues under the usual e-EFKA terms. If you are asked to pay while you are uninsured, contact the hospital's Patient Rights Office. If you are charged a co-payment for medicines although you meet the criteria for none, you can object to the social service of your municipality within 15 days of the date on the prescription.
